Lucifer in the Bible is NOT the devil - it's "just" the morning star - the light bringer - and in Revelation 22 even Jesus is identified as "the bright Morning Star". But in Isaiah 14 Lucifer is a tyrant that persecutes the people believing in Jehovah. A man who thinks that he can be his own light bringer - his own savior and even his own God.
So Lucifer/Morning Star in the Bible is neither the devil nor a name, but rather a title akin to the title of Savior/Messiah. And of course both Jesus as well as mere humans claim to be the Messiah.
